• إن أهم مهارات المدير في مجال التنظيم هي مهارة التفويض وفي هذا الصدد على المدير :


• أن يعتبر المدير تفويض صلاحياته من أهم الأشياء التي يجب عليه إجادتها لما تحققه له من مزايا ولكنها في الوقت نفسه إجراء محفوف بالمخاطر في حالة عدم العناية باختيار وتدريب المرؤوس الذي تفوض إليه الصلاحيات .


• ويتمثل تفويض الصلاحيات في إسناد سلطات تخص مستوى إداري أعلى للمرؤوس من المستوى الإداري الأقل منه ليباشر السلطات المفوضة إليه بالنيابة عن رئيسه صاحب السلطة الأعلى .


• ويعتبر التفويض بذلك نوع من استثمار القدرات والطاقات المتاحة للمرؤوس للقيام بأعمال كان من المفروض أن يؤديها رئيسه وبذلك يتخفف الرئيس من بعض مهامه ليتفرغ لمهام أكثر خطورة عليه أن يقوم بها بنفسه .


• كذلك يعتبر التفويض وسيلة هامة لتدريب المرؤوسين على تحمل المسئولية الأكبر وعلى إعدادهم لشغل الوظائف الأعلى والأهم .


• ويعبر التفويض أيضا عن فلسفة إدارية تحبذ الأخذ بمبجأ اللامركزية، ونرى فيه مرحلة للتحول من النظام المركزي، ووسيلة لتهيئة المرؤوسين لتقبل المسئوليات الجديدة التي تفوض لهم أولا ثم تنقل لهم بعد ذلك لتصبح من صميم أعمالهم.
